Committees to screen Sakrama applications

The State government will set up screening committees to verify applications received under the Sakrama scheme.

The Urban Development Department has issued a draft notification dated February 29 to this effect.

 For Bruhat Bangalore Mahanagara Palike, the screening committee would have an officer not below the rank of Group ‘A’ senior scale officer as chairman.

Members
The other members include a town planner from Bangalore Development Authority (or his representative), a representative of Deputy Commissioner not below the rank of assistant commissioner and a chief engineer, BUMP (or his representative) with the joint director of town planning, BUMP or his nominee as the member secretary.
With respect to other city corporations, the State government may constitute screening committees headed by an officer not below the rank of assistant commissioner as chairman.

According to the notification, there is no fee for formation of sites allotted by the State government for weaker sections under various schemes of the State or Central governments through government agencies like Karnataka Housing Board, Karnataka Slum Clearance Board or the Karnataka Industrial Development Board, buildings or sites already regularised under the Karnataka Regularisation of Unauthorised construction in Urban Areas Act, 1991, properties in gramathana areas having khaneshumari number, formed and khatha opened by the local authority concerned before publication of the first master plan in respect of such area.

The fees for regularisation of buildings with land use violations shall be five times the fees prescribed under Section 18 of the Act or the estimated cost of development whichever is less. Change of land use violation shall be examined with reference to the master plan as in force on the date of commencement of the Karnataka Town and Country Planning and certain other laws (Amendment) Act, 2004.

Deducted
The payments of betterment levy, betterment fee, improvement charges, development charges shall be deducted from the total amount to be paid for regularisation.

The fees for regularisation of violations relating to formation of sites is as follows:

In Bangalore Urban and rural districts:  Up to 60 sq mts (Rs 40 per sq mts); 60 sq mts to 120 sq mts (Rs 160 per sq mts); Above 120 sq mts (Rs 600 per sq mts).

In other crop areas:  Up to 60 sq mts (Rs 30 per sq mts); 60 sq mts to 120 sq mts (Rs 80 per sq mts); Above 120 sq mts (Rs 250 per sq mts).

Other areas:  Up to 60 sq mts (Rs 20 per sq mts); 60 sq mts to 120 sq mts (Rs 50 per sq mts); Above 120 sq mts (Rs 150 per sq mts).
