State Human Rights Commission Chairman Justice S R Nayak gave details of two incidents of human rights violations in which a mother and a daughter were ‘illegally detained’ at Nandini Layout police station since September 13.
Speaking to reporters here on Friday, Justice Nayak said, “Prakash Baid filed a complaint with us on Thursday saying his wife Santosh Devi and daughter Mamatha have been illegally detained by Nandini Layout police station inspector H T Jayaramaiah for the last seven days, reportedly on the ‘orders’ of BJP worker Harish.”
“Prakash said Santosh and Mamatha were doing saree business with Harish’s family. They discontinued business due to some difference of opinion. On this, Harish’s mother Subba Lakshmi allegedly filed ‘false’ cases against them and ‘influenced’ the police to detain them,” he said.
On Thursday, Justice Nayak and other SHRC members visited the police station and found the two locked in the toilet. “What was shocking was the date and time of arrest was not even recorded. When questioned, Jayaramaiah said they were detained half an hour ago. Later, in front of jurisdictional ACP Hoskeri, he confessed they were taken into custody on September 13,” said the SHRC chief.
They found another woman, Malathi, and her four-year-old son Mohak at the police station. “She told us at 4.30 am on Thursday, 10 police personnel, including two women constables, came to their house and asked her and her husband CP Narayanswamy to accompany them to the police station without giving any reasons. When we asked Jayaramaiah, he said Malathi voluntarily came to the station. They needed to question Narayanswamy in connection with a case registered against someone else,” he added.
The Commission will write to the Home Minister and DG & IGP K R Sreenivasan seeking a report on these incidents and disciplinary action against Jayaramaiah.
Meanwhile, Hoskeri said Santosh and Mamatha will be under police custody till September 24. “They’ve been accused by Rajlakshmi of stealing gold jewellery. There was earlier a complaint against them by Subba Lakshmi,” he said.
