<p>The project to construct free toilets for Below Poverty LIne population was introduced in the State in 2005-06 and will be in force for two more years. By now, 4.5 lakh toilets should have been constructed in the district, including the areas in Yadagiri district carved out of Gulbarga. <br /><br />However, till now only 49,000 toilets have been constructed. According to a survey carried out by the zilla panchayat, only one per cent of this number was under actually usage. The rest were in a dilapidated condition. <br /><br />The reasons attributed by the officials to the low rate of implementation were poor response from public, water shortage and space constraint. <br /><br />Bangalore excels<br /><br />According to the report of Union Ministry of Rural Development for the month of June, Bangalore rural district had not only achieved the target of 1.30 lakh toilets but has also completed additional 44,000 toilets and stood first in the State. <br /></p>
