<p>New Delhi: Congress Working Committee (CWC) will meet here on Friday evening for the second time in a week to deliberate on the <a href="https://www.deccanherald.com/india/pahalgam-attack-india-reaches-out-to-non-permanent-members-of-unsc-3518886">Pahalgam</a> terror attack and the <a href="https://www.deccanherald.com/india/census-to-count-caste-for-1st-time-since-1931-3519519">Caste Census</a> announced by the Narendra Modi government.</p><p>The meeting is likely to pass resolutions seeking exemplary action against Pakistan following the Pahalgam terror attack, and a deadline, and allocating enough funds for carrying out the cast enumeration as part of the decennial Census.</p><p>This will be the second CWC meeting in a week, as the Congress' top decision-making body, on April 24, met here to discuss the Pahalgam terror strike in which 26 people were killed. It will also be the third meeting in a month, as the CWC had met in Ahmedabad on April 8 as part of the AICC Session.</p><p>Congress General Secretary (Organisation) KC Venugopal said the party's "clear-cut" stand would be publicised on both subjects after the CWC meeting. On Pahalgam, he said there has been no concrete action by the government except for "issuing threats" to Pakistan.</p><p>He said the government's announcement to conduct Caste Census was a "victory" for the Congress, Leader of Opposition in Lok Sabha, Rahul Gandhi and I.N.D.I.A. bloc who have been consistently raising it in the past few years.</p>.'Govt gave headline but where is deadline': Congress on Modi govt's caste census announcement .<p>"Prime Minister Narendra Modi and the ruling BJP have been ridiculing Rahul Gandhi and others whenever they raise the issue of Caste Census. Rahul-ji always encountered disruption when he spoke on Caste Census in Parliament," Venugopal told DH. He said Congress would be pushing for breaching the 50% quota cap and the implementation of quotas in private educational institutions.</p><p>Congress General Secretary (Communications) Jairam Ramesh told reporters, "Caste Census is important, but the biggest issue at this moment is Pahalgam. The country is waiting, families are waiting for justice. But the Prime Minister is into election speeches and headline manufacturing." </p><p>On Wednesday, Rahul told a press conference that those responsible for the "cold-blooded" killings in Pahalgam should pay the price and Modi should act strongly and not dilly-dally on the action so that opponents realise that they cannot do this to India. </p><p>He also said their pressure forced the Modi government to act on Caste Census after "11 years of opposing it" and he asked for a timeline for its implementation and emphasised asking "relevant questions" during the exercise.</p>
