The impending release of the draft National Registry of Citizens (NRC) has put Assam on the boil. Anticipating a human rights situation, activist Harsh Mander as a Special Monitor of National Human Rights Commission (NHRC) on minorities pursued the matter and went to Assam to conduct a study. He felt such a study was necessary due to the impending release of NRC.
In an interview to DH, Mander had expressed his apprehensions and felt that Assam could be staring at another Rohingya-type situation. He wanted the NHRC to act on Report on NHRC Mission to Assam’s Detention Centres from January 22 to 24, 2018, which he submitted. But he claimed, the NHRC did not. It was one of the reasons why Mander decided to quit the post of Special Monitor.
The report made clear recommendations based on a careful study of national and international law about the treatment of persons deemed aliens and stateless persons. As the NHRC did not act on it, Mander released the report he authored in public domain.
