He was speaking at a preparatory meeting of all organizations and associations participating in the bundh. The meeting was at the Travellers' Bungalow in Mulbagal town on Friday.
The administrators and the government have not responded positively to the permanent irrigation needs of the people of Kolar and Chikkaballapur district. Shrinivas demanded that the government keep aside funds to provide water to the two districts.
The first phase of the bundh will be organised to bring such matters to the notice of the government. In the second phase, activists from all parties will meet in Kolar on February 17 and take a decision on the next plan of action, he explained.
Town Municipal Council president Abdul Bashir, JD(S) member Munianjanappa, TMC former vice-president Nagaraj, BJP members, TMC member M P Wajid, Chandrappa, Akram, Taluk Panchayat members Shivarama Reddy, Timmaraju, former vice-president Raghupathi Reddy, former member Rajagopal, lawyer Thimmarayappa, progressive farmer Munivenkataramaiah and others were present during the meeting.

Activists requested cooperation and support from the public and all parties for the February 14 bundh demanding better water management in the district.
Members of the district and taluk committee demanding permanent irrigation spoke at a meeting on Friday at the Travellers' Bungalow in the town.
The entire Chikkaballapur district, including Gudibande taluk, is mostly a drought-ridden region, deprived of any irrigation facilities. The government should therefore take quick measures to implement the Permanent Irrigation Project on the lines of the Dr Paramashivaiah Commission Report, the activists demanded.
The State Government should work to protest the tanks in the district by forming a Tank Development Authority. It should keep aside funds in the current budget for implementation of the permanent irrigation project, they said.
District committee activists Anjaneya Reddy, Rajakanth, Gangadhar, Taluk Dalita Sangharsha Samiti members G V Gangappa, Adinarayanappa, Nagaraj, Narasimhappa, Iskulappa and others were present at the meeting.
