The State government in its budget 2008-09 proposed to develop five industrial corridors to promote industries outside of Bangalore. The Department of Industries and Commerce was entrusted with the responsibility to create a land bank in each district for development of industrial corridors.
KIADB CEO Shyam Bhat said DCs had identified 30,000 acres of land out of which proposal for acquisition of 8,500 acres had reached the Board. “Of the 8,500 acres, we have given approval for notification of 5,000 acres,” he said.
The district administrations were told to identify land along national highways which pass through their district.
Karnataka Industrial Area Development Board would develop in-roads to connect industries to the nearest highway.
The department entrusted the responsibility to identify suitable land for industries to the district administration.
Industries Minister Murugesh Nirani said, “We have instructed officers to identify either dry or single crop land. The government intends to create employment opportunities in rural areas,” he said.
The government had identified 30,000 acres of land, located in Belgaum, Tumkur, Haveri, Davangere, Shimoga and Gulbarga, in the first phase. Of the total 30,000 acres about 9,200 acres is owned by the government.
The private land would be acquired after notifying the land and clearing objections from the public.
Compensation
Shyam Bhat said that monetary compensation for land losers would be fixed by the price advisory committees headed by deputy commissioners in the district. “Those who opt for developed land as compensation would get 9,500 sqft of developed land for each acre,” he said.
Nirani said that the government would not purchase the total extent of land at one go. The land would be purchased in a phased manner depending on the demand from the investors. “Major intention is to keep land readily available for the investors,” he said.
District Committees
The Department of Industries and Commerce (DIC), recently, issued an order constituting district-level committees to look after purchase of land and development of industrial corridors.
The order dated April 24 states that joint director of DIC will head the committee.
Town planning officer, KIADB development officer, KIADB special land acquisition officer, a representative of industries’ association will be members of the committee.
Deputy Development Officer of the KIADB will be the member secretary.
These committees will verify whether the land identified is suitable for industries with availability of power and water. The committees will check whether the area enjoys road connectivity and whether the land owners are ready to part with their land.
