On Tuesday, the Council resolved to make accreditation from the National Assessment and Accreditation Council (NAAC) mandatory before seeking renewal of affiliation. Vice-Chancellor N Prabhu Dev, who proposed the motion, said that colleges would have to get mandatory accreditation within one year before seeking approval.

The issue came up during the discussion on the Local Inspection Committee (LIC) reports of more than 600 colleges by the Council. The members said affiliation was granted and renewed despite major shortcomings. One of them said that the LIC recommended renewal of affiliation despite finding several deficiencies, such as lack of qualified faculty, staff room, and  library.

Since NAAC accreditation can be sought only by colleges existing for more than five years, Dev said that the infrastructure of remaining colleges will be looked into by the University.

Change in LIC procedure

The V-C also appointed a committee headed by Jyothi Vijay to look into reforming the LIC process. She proposed that the LIC should move from a subjective assessment to an objective one.

“The LIC should only do a fact-finding visit to the college, and once it assesses the requirements, the University can take a decision on affiliation,” she said.

The Council also resolved to nominate members on governing councils of all affiliated colleges. This was mooted to improve compliance of norms by having a university nominee represented on the governing council.

The Council also resolved to inquire into colleges offering courses from more than one university.

Another committee will look into complaints received from several students of Bangalore City College, Maharani College, and Jain College.
