Both the houses of the Parliament were adjourned sine die on Thursday night, clocking in robust productivity numbers. The Lok Sabha saw a productivity rate of 160 per cent while the Rajya Sabha was productive for 128 per cent of the time set aside for it. Both the houses were adjourned a day short of the five days set aside in the session; while the Lok Sabha saw a day-long discussion on the success of Chandrayaan-3, the Rajya Sabha discussed the women’s quota bill and passed it.

The session saw the transition from the old Parliament building to the new one, and the 128th Constitutional Amendment Bill was the first legislation which was passed.

Lok Sabha Speaker Om Birla said that the productivity of the short session was 132 per cent and in the four sittings held, discussions were held for 31 hours. The Women’s Reservation Bill which had 60 members participating, saw discussions for 9 hours and 57 minutes. Birla said that 32 members who took part were women MPs.

Data from parliamentary think-tank PRS Legislative shows that the Rajya Sabha functioned for 27 hours 44 minutes while the time scheduled for it was 21 hours 45 minutes. While the Lok Sabha did not lose any time in adjournments, in the Rajya Sabha, one and half hours were spent in disruptions. In the Rajya Sabha, PRS data shows, the women’s reservation bill was discussed for 12 hours.

Birla further said that discussion on India’s Parliamentary journey of 75 years, which took place at the old Parliament building now known as Samvidhan Sabha, was initiated by Prime Minister Narendra Modi and lasted for 6 hours and 43 minutes, with 36 Members participating in the discussion.

No discussions were held in either house under Rule 377, and there were no Question Hour or Zero Hour either. Both Houses passed one legislation each.

Discussion on the success of Chandrayaan-3 Mission lasted for 12 hours and 25 minutes and 87 members participated, Birla added. During the short session, the Department-related Standing Committees of the Lok Sabha presented one report and one Statement was made under Direction 73A on September 20. Over 120 papers were laid on the Table of the House.
