"Lockdown wasto cut off Covid-19 infection by minimising contact. But during the unlockdown phase, states have imposed localised lockdowns. What is the science of thinking behind this?States are imposing random localised lockdown as if paying hide and seek with Covid-19, like Russian roulette, people are inconvenienced in more ways than one.

"There should be s national guideline which can be followed so that people and administration know what exactly to do," said Dasgupta.

"Who is the PM Care Fund for? State governments should be helped with the amount... If you want states to fight the coronavirus...pay us the GST debt," said Sanjay Raut.

A parliamentary standing committee has recommended for time-bound investigation and trial of the cases of crime against women, asking the government to consider amending the existing laws to provide for submission of charge-sheet by police in such cases within 30 days of the crime and the conclusion of the trial in courts within a period of six months to one year.

As Parliament reconvened for the second leg of Budget Session, Rajya Sabha was adjourned on Monday till 2 pm as Opposition MPs rose in protest accusing the government of inaction in controlling communal riots in Delhi.


Several Opposition MPs had given notices to suspend the business of the day to discuss the situation in the capital but it was not allowed by Chairman M Venkaiah Naidu, saying the first priority was to restore normalcy.
