Amid the protests over the rape and murder of a doctor at a hospital in Kolkata, the West Bengal government on Monday appointed Dr Debasish Halder as the new Director of Health Services (DHS), officials said.
The Federation of Resident Doctors' Association on Monday announced the extension of its indefinite strike to protest the rape and murder of a trainee doctor in Kolkata after their meeting with officials from the Union health ministry here failed to bring out any resolution.
Resident doctors of government hospitals across the country went on an indefinite strike on Monday to protest the gruesome incident at the RG Kar Medical College, paralysing elective services including OPDs and non-emergency surgeries.
The stir was in response to a call from the Federation of Resident Doctors' Association (FORDA).
The Calcutta HC told the Mamata Banerjee government regarding the principal of R G Kar Medical College, "He is the first person from whom statement should have been recorded…he is heading the institution…they are not above law..they may be govt official…he is an administrator…why do you protect? Let him tell the truth…in early hours it happened…the statement is the basis sir!! Something is missing…", as per Bar and Bench.
"First attempt to cover up, suicide declared…victim blaming done by principal…reason given psychosis…," observed the court.
According the Bar and Bench, Chief Justice Sivagnanam remarked, "If he has stepped down (resigned from RG Kar Medical College) citing some moral responsibility etc., (it is) rather surprising that you (State) should reward him in less than 12 hours. He is virtually the guardian of all the doctors working there. If he doesn't show any sympathy or empathy, then who else would show? He should be kept at home. Your client (the principal) shouldn't be working anywhere. He is so powerful that a government counsel is representing him."
Dr Sandip Ghosh had resigned yesterday, within hours of doing so, was appointed the principal of the Calcutta National Medical College and Hospital (CNMCH).
According to PTI, AIIMS Delhi has warned their protesting resident doctors against holding any demonstration on or around the hospital campus stating it was in violation of High Court directions and amounts to contempt of court.
The Delhi AIIMS' Resident Doctors' Association (RDA) Monday went on an indefinite strike, suspending all elective and non-essential services including OPDs and wards to protest the alleged rape and murder of a trainee doctor at a government hospital in Kolkata.
According to Live Law, Chief Justice Sivagnanam said, "...without significant progress in the investigation, we would be well justified in accepting the prayers by the victim’s parents that evidence would be destroyed.
Therefore we transfer the investigation to the CBI."
"...The file shall be handed over to the CBI by 10 am tomorrow. All other relevant information shall also be handed over."
According to PTI, Health Secretary N S Nigam said, "We appeal to all the agitating doctors to consider the commitment of the state to proper investigation and also proper arrangements (for security of doctors). They must return to work."
Speaking to reporters, Union health minister J P Nadda said, "Today our IMA leaders have met Health Minister JP Nadda that hospitals and medical colleges should be declared safe zones. A central law should be brought so that doctors can work safely in hospitals... We will meet her (CM Mamata Banerjee) tomorrow and the High Court has ordered for a CBI inquiry, so we welcome the decision..."
Reacting on the doctor rape-murder case following a meeting with the IMA general secretary, Union Health Minister and BJP national president J P Nadda said, "The incident that took place with the young woman PG student in West Bengal is really heart-wrenching and has shaken the world and the country. I condemn it and express great sorrow that such an inhumane incident has happened. The way the incident took place and the way the government has tried to hide it, no amount of condemnation will be enough. Bengal has become a state where there is no such thing as law and order, lawlessness is at its peak and the sad thing is that atrocities on women are increasing day by day in West Bengal and all this is happening despite having a woman Chief Minister, this is even more worrying. I would also like to say that the way the West Bengal government has tried to hush up and suppress this case, I condemn it in the strongest terms."
In a similar but separate case, a doctor has been booked for allegedly raping two women patients at the SCB Medical College and Hospital here, police said on Tuesday.
