Bengal guv criticises CM for not sending technical report along with anti-rape Bill

West Bengal Governor C V Ananda Bose on Thursday evening criticised the Mamata Banerjee administration for "failing to send" the technical report along with a recently passed anti-rape Bill which is necessary for giving assent to it, an official said.

Bose was very disappointed as it has been a regular practice of the state not to send technical reports along with Bills and then blaming the governor's office for not clearing them, he claimed.

"The governor criticised the state administration for failing to attach the technical report along with the Aparajita Bill. As per the rule, it is mandatory for the state government to send the technical report before a decision is taken on giving assent to the Bill," the Raj Bhavan official told PTI.

Governor vs CM: After Guv Bose criticised the Mamata-led govt for not sending the 'technical report' necessary for giving assent to the anti-rape Bill, Speaker Biman Banerjee has invoked the Constitution

West Bengal Governor C V Ananda Bose on Thursday evening had criticised the Mamata Banerjee administration for "failing to send" the technical report along with a recently passed anti-rape Bill which is necessary for giving assent to it.

Today, Speaker Biman Banerjee hit back, saying, "I will request the honourable Governor (of the state) to please look into the Constitution and determine for yourself whether the bill passed by the West Bengal Assembly yesterday requires any further clarification."

"What was there to hide that Mamata Banerjee's government sent the DC and offered money to the victim's father?": BJP MP Sambit Patra

BJP MP Sambit Patra, accusing the Bengal administration of being involved in a 'cover-up' of some sort, he said, "The victim's father has said that when the body was kept at (their) home, DC North (of the Kolkata Police) came to him and tried to give him money. Why? What was the administration trying to throw under the carpet by paying bribe money to the parents of the victim?"

Patra further said, "So long as the chief minister of West Bengal and Kolkata Police Commissioner Vineet Goyal continue to hold their posts, a fair investigation into the case is not possible… Hence, the BJP asks both of them -- step down from your posts for a fair trial and justice to the victim."

The BJP leader said the demolition of a doctors' room and toilets adjacent to the suspected crime spot also raised several questions.

"The victim was murdered on the intervening night of August 8 and August 9. Sandip Ghosh, ex-principal of RG Kar Medical College, issued a letter on August 10 for demolition of the doctors' room, doctors' toilet and staff toilet adjacent to the seminar room," he said.

On the same day, the health and family welfare department's principal secretary and the director of medical education held a meeting and ordered a site inspection, Patra alleged.

"Inspection was also done the same day and the said rooms were demolished. What was the hurry? An attempt was made to destroy evidence… This was not possible without the complicity of Mamata Banerjee and the Kolkata Police commissioner," he charged.

Patra demanded that call detail records of Banerjee and Goyal be retrieved to ascertain what they talked about over the phone."

Meghwal questions Bengal for operationalising few special courts for crimes against women

Union Law Minister Arjun Ram Meghwal on Friday questioned the West Bengal government for establishing fast track special courts in only five to six districts to deliver swift justice for crimes against women.

He said only recently, the state has sent fresh proposals to set up such courts in more districts.

Talking to reporters here on the sidelines of an event, the minister said the rape-murder of a woman doctor in Kolkata was shameful.

"Matter came to the Supreme Court. Then (West Bengal Chief Minister) Mamata Banerjee wrote a letter about the need for fast track courts. The scheme (for fast track special courts) already exists," he pointed out.

He said except for five-six districts, the courts were not set up (in West Bengal).
