A security source told the paper that the militants comprised Libyan nationals extradited from Iraq, Afghanistan and Somalia during the reign of Muammar Gaddafi.
"The jihad devotees managed to join Al Qaeda after they had escaped from Libyan jails," El Khabar said.
Algeria has not recognised the rebel National Transitional Council.
Rebels have seized control of much of Tripoli, but Gaddafi's whereabouts remain unknown.
The National Transitional Council has offered an amnesty, and a $1.3-million reward, for anyone who captures or kills Gaddafi.
