<p>The Congress party has decided to observe black day on April 17 condemning the Kathua and Unnao rape incidents.</p>.<p>Addressing a press conference here, the general secretary of All India Mahila Congress Janet D'Souza said that the party workers would light candles on Sunday mourning the deaths.</p>.<p>She said that women and children were no more safe in the BJP ruled states.</p>.<p>"The Kathua and Unnao rape incidents have indicated that women and children are sure to suffer under the BJP government," she charged.</p>
