Khajane II to wire finances of all State departments

The integrated system will be operational by February 2013

Khajane II, through its integrated system, is said to manage all financial decisions and transactions of the State government in a comprehensive manner.

Principal Secretary to Finance department L V Nagarajan briefing Chief Minister D V Sadananda Gowda at the signing of the MoU said: “Khajane II project will replace the existing system which came into existence in 2002-04.”

The project had ensured stricter fiscal discipline with budget control and cash management.

Khajane II will address functional and technical constraints inherent in the current system and bring in dynamic fiscal management, he added.

Moreover, Khajane II will bring in better coordination between various wings of the State government and with external agencies such as the RBI, Accountant General’s office, commercial banks and post offices.

The project will enable citizens to pay taxes and fees online. A centralised database for pensioners will be created, said Nagarajan.

The project will generate daily account statements of the State government, handle salary payments of government officials, provide online tax and non-tax payment facility for citizens and other such benefits. All government officials are mandated to use the new technology.

The project is estimated to have a direct user base of around 50,000 with a concurrency of 15,000 simultaneous users during the peak hour.

The project, said to be fully operational by February 2013, will utilise Karnataka State Wide Area Network (KSWAN) for connecting various government offices.

The central data centre will be developed and deployed at the Treasury Network Monitoring Centre (TNMC), Khanija Bhavan.

Chief Minister D V Sadananda Gowda, addressing the gathering, said the project will bring about greater transparency in the administration. He also directed the Department of Finance and Treasury to expedite the implementation of the project. 

So far TCS has implemented the project in Gujarat, Madhya Pradesh, Assam, Punjab and Bihar, said Nagarajan.
