<p>Zilla Panchayat President and members took ZP engineering division Executive Engineer Keshavamurthy to task for sending the action plan without discussing it with MLA, ZP President or members. In 2009-10, the ZP had submitted an action plan of Rs 12.96 crore for drinking water projects in the district. <br /><br />Later, a delegation led by Speaker K G Bopaiah, MLA M P Appacchuranjan, ZP President had met Chief Minister B S Yeddyurappa, demanding to release the funds, who in turn had responded positively for the same. <br /><br />The ZP EE said that “as the higher officials had informed that action plan of Rs 12.96 crore can not be released based on population. Hence a separate plan was sent.” To which Bopaiah said that when the Rs 12.96 crore was on the verge of release, what was need to send another action plan and create confusion without bringing the matter to the notice of ZP administration, he asked. <br /><br />Bopaiah sought to know as to when did the Chief Engineer wrote that action plan can not be implemented? “In spite of written reply, it was not right on the part of Engineering division to send a separate action plan. If projects are implemented according to Central government guidelines, then drinking water project can not be implemented in Kodagu district,” he clarified. <br /><br />Somwarpet TP President K M Lokeshkumar said that preparing an action plan without the knowledge of ZP administration is also due to the negligence of the ZP President. “In this background, ZP President should tender resignation owning moral responsibility,” he said. <br /><br />ZP President V M Vijaya said the ZP EE did not give any information on the alternative action plan. “In fact, action plan was submitted without my knowledge secretly. In this background, it is better to transfer the official from the district,” the ZP chief stated. <br />ZP CEO Ibrahim said that it was wrong to submit an action plan without bringing it to the knowledge of ZP President and MLA. <br /></p>
