<p>Competitive sloganeering by ruling BJP MPs protesting the Bihar hooch tragedy and Opposition MPs against disallowing suspension of business to discuss issues led to disruption in the first hour of proceedings in Rajya Sabha on Thursday.</p>.<p>The Upper House witnessed three adjournments during Zero Hour -- two adjournments of 15 minutes each and a two-minute adjournment -- as Opposition MPs demanded that their notices be admitted for an immediate discussion while the BJP MPs raised the Bihar hooch tragedy.</p>.<p>Deputy Chairman Harivansh said notices given by seven members — Congress' Syed Nasir Hussain, Pramod Tiwari, Akhilesh Prasad Singh, L Hanumanthaiah and Jebi Mather, Shiv Sena's Priyanka Chaturvedi and AAP's Raghav Chadha, were not allowed.</p>.<p>They had given notices on BJP's alleged 'Operation Lotus', concerned over government's alleged attempt to interfere in appointments in higher judiciary, "misuse" of CBI, ED and other government agencies, the situation arising out of farmers' strike and "subversion" of the democratic system and "threatening" electoral process.</p>.<p>As Harivansh announced the decision not to allow the notices citing that no specific rule to suspend the discussion was mentioned, Opposition members were on their feet protesting it.</p>.<p>"The Chairman on December 8 while considering the notices received under Rule 267 observed that the notice submitted under the same rule has to refer to the relevant rule that is required to be suspended. In none of the notices received today there is any reflection as which rule is sought to be suspended. Further, the notices are under the consideration of the chairman and I urge the members to kindly cooperate and allow the House to function," Harivansh said.</p>.<p>Trinamool Congress floor leader Derek O'Brien cited three instances in the past, including the invoking of Rule 267 to suspend business to discuss demonetisation in 2016, saying they were taken up without any mention of the rule required for suspension of business.</p>.<p>Chaturvedi said the House should take up discussion on issues raised by them as they are of importance. She asked whether new rules are being framed to raise matters in the House.</p>.<p>Harivansh then adjourned the House for 15 minutes as the Opposition MPs were on their feet while the BJP MPs were vociferous about the hooch tragedy. When it reassembled, the same scenes continued forcing another 15-minute adjournment.</p>.<p>As the House met again, Bhubaneswar Kalita, who was in the chair, adjourned proceedings for two minutes till noon.</p>.<p>Amid the din, BJP's Biplab Deb demanded a discussion on the hooch tragedy matter in Bihar instead of his listed Zero Hour submission.</p>
